Fulbright Foreign Student Program (Master’s Degree) – Call for Applications
The U.S. Embassy in Prishtina, in partnership with the United States-Kosovo Educational Exchange Board (USKEB), is pleased to announce the opening of applications for the 2027–2028 Fulbright Foreign Student Program.
This program, jointly funded by the U.S. Department of State and the Government of Kosovo, offers young professionals from Kosovo the opportunity to pursue fully funded Master’s-level studies at U.S. universities.
What the Scholarship Covers

Monthly living stipend
Health insurance
International travel
Participants are selected through a competitive, merit-based process.
Who Should Apply
This program is intended for individuals who:
Are citizens of the Republic of Kosovo (U.S. citizens and permanent residents are not eligible)
Hold a completed undergraduate degree
Demonstrate strong academic achievement
Possess sufficient English proficiency for graduate-level study
Show leadership potential, adaptability, and personal suitability
Preference is given to applicants who have not previously studied in the United States.
Eligibility Requirements
Applicants must:
Be eligible for a J-1 visa, which requires returning to Kosovo for at least two years after program completion
Not be currently studying in the United States
Be in good health and able to obtain medical clearance
Demonstrate intent to return to Kosovo (individuals seeking permanent residence in the U.S. are not eligible)
Fields of Study
The program supports graduate study across a wide range of disciplines, including the social sciences, engineering, natural sciences, education, and the humanities.
Most fields are eligible, with the exception of clinical medical studies. Fields such as public health and global health are permitted; however, direct patient care is not allowed.
Duration and Key Conditions
Grants are awarded for one to two academic years, depending on program costs and funding availability.
Fulbright grantees are required to return to Kosovo for at least two years upon completion of the program, in accordance with J-1 visa regulations. Accompanying family members may be permitted on a case-by-case basis and are subject to the same requirement.
Selection Process
The selection process includes:
Technical review and eligibility screening
Evaluation by independent reviewers
Interview conducted by USKEB
Final approval by the Fulbright Foreign Scholarship Board

Applicants must complete the application in English and upload all required documents by the deadline. Applications submitted outside this system will not be considered.

Curriculum vitae (CV)
Three letters of reference
Academic transcripts and diploma
Copy of passport
Employer letter (if applicable)
Optional supporting documents
Incomplete applications will not be reviewed.
Additional Information
TOEFL is not required at the time of application; selected candidates will receive instructions
Some finalists may be required to take the GRE or GMAT, depending on their field
Applicants must inform USKEB and the U.S. Embassy of any changes to their academic or professional status
