Fulbright Specialist Program - Call for Submission of Projects

The Fulbright Specialist Program (FSP) is a short-term exchange program that brings highly qualified U.S. academics and professionals to Kosovo to collaborate with local host institutions on projects designed to strengthen institutional capacity, foster innovation, and build long-term partnerships.

Fulbright Specialists share their expertise in areas such as academia, business, law, science, technology, health, and other professional sectors. Projects are practical, outcome-driven, and designed to produce measurable and sustainable impact while strengthening security, stability, and economic ties between the United States and Kosovo.

Project Duration:

The length of a Fulbright Specialist project must fall within a minimum of 14 days and a maximum of 42 days, including travel days from the United States and weekends. Project implementation must be completed by September 30, 2027.

Applications must be submitted directly by Kosovan host institutions through the World Learning Portal: https://world-learning-npsp.my.site.com/FSPHost/

Selection of projects is dependent upon the availability of program funding. Approximately twelve (12) Fulbright Specialist grants are offered per calendar year in Kosovo.

Eligible host institutions:

  • Institutions of higher education

  • Non-governmental organizations

  • Government ministries

  • Other eligible entities

FY 2026 priority disciplines:

In addition to other eligible fields, priority areas include:

  • Artificial Intelligence (AI)

  • Business, entrepreneurship, management, and supply chains

  • Cybersecurity and IT

  • Disaster response

  • STEM (Science, Technology, Engineering, Mathematics)

  • Free speech and open debate

  • Energy security and critical minerals

  • Cultural heritage preservation and anti-trafficking

  • Freedom 250 Requirement (FY 2026 Only)

  • All projects must include a Freedom 250 component related to the 250th anniversary of the United States.

Possible themes include:

  • American Studies and American history

  • U.S. government and political thought

  • Constitutional law and civic education

  • Freedom of speech and religious liberty

  • American business and economics

  • Public policy and leadership studies

  • Cultural heritage and archival research

  • Military and strategic studies

  • Host Institution Responsibilities

Host institutions must:

  • Develop a project aligned with FSP criteria and Kosovo-specific priorities

  • Provide cost-share for in-country expenses (lodging, meals, transportation)

  • Ensure safe and appropriate accommodation

  • Cover approximately $40 per day for meals

  • Provide airport pick-up/drop-off

  • Submit final report within 30 days of project completion

  • Report project impact and media coverage to the U.S. Embassy

Finding a Fulbright Specialist:
Host institutions may request a Specialist through:

  1. Open Request (Preferred Method) – No specific Specialist is named; candidates are matched from the Fulbright Specialist Roster.

  2. Named Roster Request – Host identifies a Specialist already on the roster and collaborates on project development.

  3. Named Recruitment Request – Host identifies a preferred individual not yet on the roster; the candidate must complete the full roster application and approval process.

  4. All Specialists must be approved by the Fulbright Foreign Scholarship Board following roster review and project matching.

Program administration:

World Learning administers the Fulbright Specialist Program in the United States, including recruitment of the U.S. Fulbright Specialists and preparation for travel to Kosovo. United States-Kosovo Educational Exchange Board administers the program in Kosovo after the U.S. Fulbright Specialists have arrived in-country. The program is jointly funded by the U.S. Department of State and the Government of Kosovo.
